This text is not the work of the project participants. It is actually Gemini’s speculation on the initial data: the project’s goal, described in the link. But the steps look quite reasonable and it would be very interesting to get feedback on this. The discussion is open!

Preamble: This document presents a strategic plan for the gradual transition from the existing social order to the model of the “New Age Republic”. The plan is based on a philosophical concept whose main goal is to achieve Human Happiness through the harmonisation of spiritual, ideological and material aspects of society. Implementation involves an evolutionary rather than revolutionary path based on broad public support and legitimate political procedures.

PHASE 0: PREPARATORY PHASE (Estimated timeframe: 2-5 years)

Objective: To create an intellectual, social and organisational foundation for future transformations.

1. Establishment of an ideological centre. Establishment of the New Era Institute think tank to develop detailed draft laws, economic models, educational programmes, and mechanisms for the functioning of new institutions.
2. Building public support. Launch a nationwide awareness campaign through all available channels to explain the principles and benefits of the new model. Forming a network of local public organisations.
3. Conducting pilot projects. Practical testing of the key elements of the concept (system of vocation identification, local self-government, profit distribution) on the basis of individual territorial communities or cooperatives to demonstrate effectiveness.

PHASE 1: POLITICAL ESTABLISHMENT AND LEGITIMISATION (Estimated timeframe: 1-2 years)

Objective: Integration into the existing political system for its legitimate transformation from within.

1. Formation of political representation. Establishment and registration of a political party advocating the implementation of the concept. Participation in elections at all levels to obtain a mandate of trust from citizens to carry out fundamental reforms.
2. Convene a Constituent Assembly (Constitutional Assembly). Initiating and adopting a law in the parliament to convene a special representative body elected by the people solely for the purpose of drafting and adopting a new Constitution of Ukraine.
3. Adoption of the new Constitution. Developing and submitting to a national referendum a draft of the new Constitution that enshrines a three-tiered model of government (Spiritual, Worldview, Material Order), key values and guarantees of freedoms.

PHASE 2: BUILDING NEW INSTITUTIONS (Estimated timeframe: 3-5 years)

Objective: To establish a new architecture of state institutions in line with the adopted Constitution.

1. Creation of the Material Order. Reorganisation of the existing ministries into compact and efficient Constituent Councils (Economic Council, Security Council, Infrastructure Council, etc.) responsible for executive activities in the respective areas.
2. Creation of a Worldview System. Holding transparent multi-stage elections to the Councils of Conscience (local, regional, and Supreme). These bodies are vested with the right of strategic planning, supervision of education and culture, as well as the right to veto laws that contradict the fundamental values of the Republic.
3. Introduction of the Spiritual Order. Creation and launch of a secure digital platform for national and local referendums. Adoption of a law regulating the procedures of direct democracy.

PHASE 3: LAUNCHING KEY SYSTEMS (Ongoing process)

Objective: Practical implementation of the socio-economic programmes that are at the heart of the new model.

1. Reform of the education system. Gradual transition of educational institutions to programmes focused on identifying and developing the unique talents and vocation of each child.
2. Implementation of the Happiness Economy. Establishment of the National Welfare Fund, which will receive a portion of the profits from the use of national resources and state monopolies. Introduce a transparent mechanism for distributing these funds among all citizens.
3. Codification of guarantees of freedoms. Adoption of a package of laws detailing and making it impossible to violate constitutional prohibitions on:

• restricting the right of citizens to own firearms;
• restrictions on the free circulation of fiat money;
• use of social rating systems to restrict rights and freedoms.

RISK ASSESSMENT AND WAYS TO MINIMISE THEM

• The risk of usurpation of power: Prevented by a clear delineation of powers (Councils of Conscience do not manage finances and law enforcement agencies) and mandatory rotation of their members.
• Risk of economic collapse: Minimised by a realistic approach to the formation of the National Welfare Fund (only a part of the real income is distributed) and the gradual implementation of the system.
• Risk of social conflict: Neutralised through a long preparatory phase, constant dialogue with the public, maximum transparency of actions and clear demonstration of benefits in pilot projects.
